CIC AppCoMS 2.0 The Upgraded Second Appeals & Complaints Portal of the Central Information Commission Introduction On 17 August 2026, the Central Information Commission (CIC) launched its upgraded Appeal and Complaint Management System, known as AppCoMS 2.0. The upgraded portal was launched by Shri Raj Kumar Goyal, Chief Information Commissioner. Its stated objective is to strengthen the Commission's digital infrastructure and streamline processing of Second Appeals and Complaints under the Right to Information Act, 2005. What is AppCoMS? AppCoMS is an online web application portal of the Central Information Commission. It was initially introduced in September 2016 and enables citizens to file Second Appeals and Complaints online while supporting digital case-processing functions such as registration, hearing scheduling, issuance and uploading of decisions and related processes. What is New in AppCoMS 2.0? The 2026 upgrade introduces enhanced security standards, improved functionality and streamlined workflows. It provides user accounts for applicants, Central Public Information Officers (CPIOs) of public authorities and other stakeholders, linked with email IDs and mobile numbers. Online filing: Applicants can submit Second Appeals and Complaints through their user accounts. Case information: Applicants can view case timelines and access case documents. Notices and orders: Hearing notices and decisions/orders can be downloaded. Digital signatures: The system provides for Digital Signature Certificates (DSCs) for digitally signing and issuing notices/orders by the Commission. CPIO access: CPIOs can access Second Appeal and Complaint details and submit case-related documents through the portal.
