About National e-Governance Division In 2009, the National e-Governance Division was created by the Ministry of Electronics & Information Technology as an independent business division under the Digital India Corporation (erstwhile Media Lab Asia), a Section 8 not-for-profit company. Since 2009, NeGD has been playing a pivotal role in supporting MeitY in programme management and implementation of e-Governance projects, provi ding technical and advisory support to ministries/departments, both at central and state levels, along with other government organisations. NeGD’s major operational areas include programme management, project development, technology management, capacity building, and awareness and communication-related activities under the flagship Digital India Programme. NeGD has developed and is managing several National Public Digital Platforms, such as DigiLocker, Entity Locker, UMANG, OpenForge, API Setu, myScheme, India Stack Global, Meri Pehchaan, and UX4G. Roles and responsibilities of NeGD Providing strategic direction in terms of framing policies and implementation strategy for the Digital India Programme and projects in different domains of e-governance. Providing technical and advisory support to central and state governments for ‘mission mode’ projects and other e-Governance projects. Undertaking technical appraisal of e-governance projects for examining issues like overall technology, architecture, framework, standards, security policy, service delivery mechanism, use of common infrastructure, etc. Supporting the development of specific frameworks and guidelines such as the India Enterprise Architecture Framework, Digital Service Standards, etc. Building capacities within the government on e-governance and emerging technologies, especially artificial intelligence, the Internet of Things, drones, geospatial technologies, etc. Ensuring effective citizen engagement and communication with all stakeholders using offline and social media channels. Impact assessment and e-readiness measurement of e-governance projects Recruitment, deployment, and HR management of specialised resources in the State e-Governance Mission Teams in all states and UTs Knowledge management and sharing of best practices through workshops, development of case studies, and creation of knowledge repositories, etc. Key Projects DigiLocker - An initiative towards Paperless Governance. DigiLocker is a platform for the issuance and verification of documents & certificates digitally, thus eliminating the use of physical documents. UMANG - UMANG is a unified portal aggregating major citizen-centric services of central and state governments and local, autonomous, & statutory bodies through mobile apps (Android & iOS) and the web. OpenForge - The OpenForge platform is built to promote the sharing and reuse of e-governance application source code. In 2015, the Ministry of Electronics & IT, Government of India, rolled out the “policy on collaborative application development by opening the source code of government applications,” which provides a framework for archiving government custom-developed source code in repositories and opening these repositories for promoting reuse, sharing, and remixing. UX4G - An initiative under the Digital India Programme, User Experience for Government (UX4G), prioritises users’ needs by implementing a citizen-centric approach to user experience (UX). It aims to ease the users’ journey when availing services digitally, facilitating personalised digital interfaces that are visually appealing, efficient, and accessible. APISetu - API Setu is an open API platform from the Ministry of Electronics and IT, Government of India. One of its major objectives is to build an open and interoperable digital platform to enable seamless service delivery across government silos. API Setu aims to enable and promote safe and reliable sharing of information and data across various e-Governance applications and systems. It is based on the Government’s open API policy to ensure a swift, transparent, and secure exchange of information across diverse digital domains. myScheme - Launched in 2022, myScheme is a marketplace for schemes. The platform is a one-stop solution for information on government schemes. It aims to deliver government schemes in a seamless, convenient, cashless, paperless, faceless, time-bound, and transparent manner across government silos. The schemes are classified into various categories based on their benefits and the target beneficiary. myScheme serves as a single national platform for the schemes of the Centre Government and the State/UT Governments. The platform reduces citizen time and effort in searching multiple websites of government departments and studying multiple scheme guidelines to check for their eligibility. Meri Pehchaan (NSSO) - MeriPehchaan (NSSO) is a user authentication service in which a single set of credentials provides access to multiple online applications or services.It is an extensive collaboration of the three mainstream Single Sign-On (SSO) platforms- Jan Parichay, e-Pramaan, and DigiLocker. EntityLocker - Entity Locker is a pioneering addition to the DigiLocker family, a cornerstone initiative of the Digital India campaign. Committed to transforming the governance landscape, our platform facilitates the issuance and verification of documents and certificates in a seamless digital environment, eradicating the need for cumbersome physical copies. India Stack Global - India Stack Global has been launched to showcase the India Stack and its building blocks globally. At present, it includes 15 key projects/platforms: Aadhaar, UPI, U-WIN, API Setu, DigiLocker, Aarogya Setu, Government eMarketplace, UMANG, Diksha, eSanjeevani, eHospital, eOffice, eCourt, POSHAN Tracker, and NCD Platform.
