Ministry of Law and Justice is implementing the Central Sector Scheme Designing Innovative Solutions for Holistic Access to Justice (DISHA) Scheme. The scheme was launched for a period of five years - 2021-2026 to advance the cause of access to justice. DISHA 2.0 has been approved for a period of five years from 1st April 2026 to 31st March 2031. Aim It aims to secure “Access to Justice” to the people of India as enunciated in the Preamble and under Articles 39A, 14 and 21 of the Constitution of India. It widens the outreach of its Tele-Law, Pro Bono Legal Services (Nyaya Bandhu) and Legal Literacy and Legal Awareness programmes both qualitatively and quantitatively. It further aims to create awareness and dissemination through use of technology and developing simplified Information, Education and Communication (IEC) material for the masses. It supports the implementation of United Nations Sustainable Development Goal 16 (SDG-16) on Peace, Justice and Strong Institutions. Scope of the scheme Under DISHA Tele-Law: Reaching the Unreached, Nyaya Bandhu (Pro Bono Legal Services) and Legal Literacy and Legal Awareness programmes are being implemented at a pan India level. Tele-Law: Reaching the Unreached - An e-interface platform that aims to empower people through pre-litigation advice for rightfully claiming their entitlements and for timely redressal of their difficulties. It seeks to connect the poor and marginalized sections of society, through a dedicated pool of Panel Lawyers via video conferencing/telephonic facilities available at Common Service Centers (CSCs) and directly through Tele-law portal ; Tele-Law Mobile App (available in Android/iOS). Nyaya Bandhu (Pro Bono Legal Services) - Nyaya Bandhu (Pro Bono Legal Services) aims to create a pan India framework for dispensation of pro bono legal services. Under it, Advocates interested to volunteer their time and services register on the portal or Nyaya Bandhu Mobile App (available in Android / iOS/ UMANG platform) and provide legal assistance to the persons eligible to avail free legal aid under Section 12 of Legal Services Authorities (LSA) Act, 1987 and registered on the Nyaya Bandhu App. Legal Literacy and Legal Awareness (LLLAP)- Pan India Legal Literacy and Legal Awareness aims to enable the vulnerable sections of society to have access to information about their legal rights, entitlements and creating better legal awareness so as to make justice delivery system citizen-centric. VIDHI (Vision for Integrated Delivery of Harmonized Legal Initiatives) Sanjeevani. A new component under DISHA 2.0. A centralized digital platform introduced as a fourth component for end-to-end programme monitoring and data-driven decision-making. It will feature an Integrated Dashboard consolidating real-time data streams from all four components; integration of the AI-powered multilingual Nyaya Setu Chatbot (developed with BHASHINI) for legal query resolution and data analytics and reporting. Tele-Law 2.0 launched during August 2023 entails the fusion of Tele-Law Services with Nyaya Bandhu pro bono legal services to further enhance citizen accessibility to legal aid. DISHA 2.0 targets to achieve a cumulative outreach of 3.00 crore beneficiaries across all the four Programme Components. DISHA 1.0 achievements As on 31st May 2026, the DISHA Scheme had achieved a cumulative outreach of over 2.37 crore beneficiaries, comprising 1.13 crore+ pre-litigation legal advices under Tele-Law, 10,681 registered Pro-Bono Advocates and 109 Pro-Bono Clubs established across 31 States/UTs under Nyaya Bandhu, and outreach to 1.24 crore+ beneficiaries under LLLAP.
