The Hon’ble Chief Minister of Tamil Nadu has inaugurated “Kaaval Uthavi” Citizen safety and services mobile app on 04.04.2022 and same was integrated Emergency Response Support System (ERSS) / State Police Master Control Room (SPMCR) centre for proper call flow and its follow-up. Features of the app The features of the newly developed “Kaaval Uthavi” app are as follows: “Emergency” alert trigger Button:- (6 functional process) By pressing “Emergency” help button, public can get immediate Police assistance from Control room by means of call back and further follow-up until call closure. On pressing of “Emergency”, an emergency trigger will be generated and transmitted along with app user live location to the SPMCR/ERSS for ease of identification of caller Based on current location details received at control room, automated nearest Police Station will be mapped at software for ease of call attending & providing of emergency services via respective control room. A short video of 15 seconds of SOC will be transmitted to control room on pressing of “Emergency” trigger button provided in the app using front camera of mobile. Apart from sending of “emergency’ alert to control room, an automated SMS along with app user live location will be sent to minimum two “registered” friends/family members to alert them and get required assistance also from them in case of emergency/panic. If mobile data is not available or very low, then “Emergency” alert will be sent to control room as SMS packet data along with last known location of the app user. Based on user emergency, necessary immediate assistance will be provided via dispatch/follow-up desk of SPMCR/ERSS centre via respective control room. Emergency Call Dial-112/100/101 Voice functionality: - (4 functional process) App user can press this Dial button in order to contact through direct voice based call process instead of dialling from their phone key pad for Dial-100/112/101 services. Call will be landed at ERSS/SPMCR centre at common voice process desk along with caller details and their live current location. Due to this caller information gathering time will be minimised While using this dial button via app, caller location will be easily identified and nearby police station will be mapped under software for ease of service. Dynamic changing of Dial number is easily possible from the control panel in order to provide uninterrupted service to voice user in the event of regular emergency number failure by means of using alternate service provider number. After ascertaining actual type of issue/distress info with caller, necessary service will be provided via respective control room on immediate basis. Mobile based complaint – (14 different process & its subgroups) Using this App feature, public will be able to send their complaints under various emergency categories and also will be able to upload image & short video. Important Distress category covered under this app to launch mobile-based complaint are follows and this can be easily selectable via mobile. Women in Distress: - Eve Teasing, Dowry Harassment, Sexual Abuse/Harassment, Domestic Violence, Stalking Child in Distress: - Torture & Cruelty, Sexual Abuse/Harassment, Child Marriage, Misbehaviour/Mischief, Child Labour Elders in Distress: - Torture & Cruelty, Abduction, Harassment, Abandoned/Eviction Help for Merchants: This feature is used to give complaint by Merchants regarding Rowdy Mamool, Attached by Rowdy, Theft in shop/godown, Usury, Quarrelling/Fighting at stop etc. Cyber Financial Related Complaint: By using this option-1, it is possible to directly call “Cyber Wing” by one touch button and dial will be enabled to 1930 automatically. By using Option-2 enabled in the app, user can directly access National Cyber portal and register cyber related complaint Kidnapping & Abduction: Sub category covered under this events are- Seeking ransom, Family dispute, affairs related issues & Informed by others. Ganja/Gutka/Arrack/Illicit liquor: This sub-category is used to share information and complaint about Ganja/Gutka/Arrack etc. Road Accident: - Fatal Accident, person injured, Vehicle hit & run Snatching: - Chain snatching, Bag/Purse snatching, other good/objects etc. Emergency Assistance:-Food & water requirement, shelter requirement, medical assistance required, trapped at remote area Fire & Rescue Services: - Fire accident at cracker industry; Fire accident at Chemical industry; Fire accident at commercial establishments; fire accident at residential area; Structural collapse – Residential area; Structural collapse – Commercial establishment; Person fell/trapped in water bodies, person trapped in building/vehicle/life; Person trapped in borewell; Poisonous Gas expose; Others. Sand/ Mineral Mining:- Illegal Transportation of sand & minerals; Excessive mineral mining from river beds/ Beaches/ Land; Illegal mineral mining from river beds/ Beaches/Land; Excessive sand mining from river beds/ Beaches/ Land; Illegal sand mining from river beds/ Beaches/ Land. Lottery related: Sale of Lottery tickets; Distribution of Lottery Tickets; Purchase of Lottery Tickets; Illegal hording of Lottery Tickets; Online/ E- Lottery related. Others: By selecting this option, user will be re-directed to “Complaint registration” form of TNP e-services portal. Via this portal user can select required complaint type and register complaint via CCTNS portal for further action. Location sharing & Tracking : This feature can be used to share their live location with their registered friends/family or any other contacts so that their near and dear ones will be aware of the user location during normal / non-emergency travelling or outing conditions. Using Whatsapp: By pressing the WhatsApp button provided in the app, user can cable to share their live location with their registered user or others. Under Whatsapp, it is possible to share live location of user to their friends/family members for 15 minutes, 1 hour & upto 8 hours time interval. Using Google Map Services: by pressing, the Google map button provided in the app, user can able to share their live location on real time basis with desired time interval. In case of any Emergency / Distress, a red emergency button may be pressed to get “Emergency” trigger & required services. It is possible to track live location of the user for 30 minutes by control room under emergency circumstances. Other Services & updates: Police Station locator - The App can be used for locating the nearest police station(s). By clicking the required police station, call and navigational features will appear and one can directly call by one touch dial button to required PS and also to get directions of PS. Control Room Directory - The App contains One touch call dialling facility of the City & District control rooms in the State. Cyber based financial fraud complaint access services - The App will provide one touch voice call and web based link access to lodge cyber complaints and to connect with Cyber Crime Wing. Vehicle Check-up - Using the App, public will be able to check and identify whether a particular vehicle is a stolen vehicle/missing via CCTNS e-services portal. Other Emergency Helplines - The App provides information about 22 various Helplines in the State with one touch direct calling facility for ease of usage and particular helpline services. Also integrated with WhatsApp, SMS, Facebook & twitter-based complaint system of Tamil Nadu Police for ease of access and services to general public. Notification /Alert Messaging - This feature can be used to send any kind of alert and awareness messages in the form of text and images to registered user in order to share various messages of TN Police for creating awareness. E-Payment for Traffic Challans - This service is used to pay traffic violation challan by means of entering challan number, vehicles number or DL number by app user. It gives direct access to GoI –MoRTH e-challan payment portal & gateway. Police Verification Services (PVS) - This service is used to avail verification services of person by Police Dept. for Self/Job/Tenant/Domestic help verification purpose via direct e-services of CCTNS portal Lost Document Report (LDR) - This feature is used to report lost document details & its report generation via direct e-services of CCTNS portal FIR Status - This feature is used to check the app user for FIR registered details via direct e-services of CCTNS portal CSR Status - This feature is used to check the app user for CSR registered details via direct e-services of CCTNS portal Social Media connect - This feature is used to provide various social media services (Facebook /Twitter / Instagram / YouTube channel) of TN Police to app users and will provide access to day-to-day updates easily. TNP E-services & 112 India app - E-services -- This feature is used to provide direct access to all e-services of TN Police via CCTNS portal in order to get other services too. 112 India SoS download: This app is developed by MHA to provide PAN India SoS services via respective State while moving from one State to another. TN Police Citizen app download link : TN Police Citizen app download access: This feature provides direct download link of TN Police Citizen app in order to increase the app services among general public. Shake Trigger feature : Also enabled Shake trigger feature in order to send “Emergency” alert into control room by enabling and simply shaking the phone minimum three times. Once shake trigger is done, emergency trigger with caller location and other details are shared to control room. By default, this feature is under “off” condition and as & when required, it may be enabled for usage by the app user.
