The National Green Hydrogen Mission was launched in 2023 with an outlay of ₹19,744 crore. The Mission aims to establish 5 MMT of green hydrogen production capacity, supported by 125 GW of dedicated renewable energy capacity, catalysing investments exceeding ₹8 lakh crore, creating over 6 lakh jobs, and reducing annual carbon emissions by 50 million tonnes. Green Hydrogen standards As part of the Mission, Ministry of New and Renewable Energy (MNRE) has specified Green Hydrogen standard vide O.M. no 353/35/2022-NT dated 18th August 2023. The standard specifies a threshold of 2 kg CO2 eq per kg of Hydrogen for it to be considered as “Green”. In order to assess the compliance to this standard MNRE has published Green Hydrogen Certification Scheme of India (GHCI) in April 2025, based on the comments received from various stakeholders including private firms, Industry Associations, Government departments & Ministries. The objective of the GHCI is to specify a detailed methodology for measurement, reporting, onsite verification and certification of Green Hydrogen. Green Hydrogen Certification Portal of India As part of the Green Hydrogen Certification Scheme of India, the Green Hydrogen Certificate shall be mandatory for Green Hydrogen facility/producers in following cases; where Green Hydrogen Production Facility/Green Hydrogen Producer is receiving any incentive/subsidy from Central Government (including awardees under the "Strategic Interventions for Green Hydrogen Transition" scheme) or State Government for production of Green Hydrogen. Green Hydrogen Production Facility/Green Hydrogen Producer intends to sell/use Green Hydrogen in India. Green Hydrogen Production Facility/Green Hydrogen Producer is receiving any type of exemption/concession from Central/State government. Green Hydrogen Production Facility/Green Hydrogen Producer has a consumer in India for partial quantity and the balance quantity is used for export purpose. In alignment with GHCI, the Ministry of New and Renewable Energy (MNRE) has developed the Green Hydrogen Certification Portal of India. This unified digital platform serves as the operational backbone for administering the Green Hydrogen Certification Scheme of India (GHCI), ensuring seamless certification processes, regulatory compliance, transparency, and sustainable long-term operations of the National Green Hydrogen Mission (NGHM). This portal for GHCI will benefit Indian Green hydrogen developers in securing export contracts for Green Hydrogen derivatives in the EU and Asia-Pacific region.
