About Bharat Audyogik Vikas Yojana (BHAVYA) The BHAVYA scheme was approved by the Cabinet on 18 March 2026 and notified on 10 April 2026. It aims towards accelerating India’s Journey to Atmanirbhar Bharat through development of 100 investment-ready plug-and-play industrial parks in and near cities, in partnership with States, Central Public Sector Undertakings and the private sector. The scheme focuses on high-quality infrastructure, proximity to urban centres, multimodal logistics connectivity, and seamless industrial ecosystem development to help investors ground investments with ease. Vision & Mission To create a globally competitive industrial ecosystem that enables India to emerge as a leading manufacturing and investment destination. To facilitate development of 100 industrial parks with plug-and-play infrastructure, efficient approvals, multimodal connectivity, and long-term operational sustainability. Key Features BHAVYA is designed to strengthen India’s manufacturing capacity by providing high-quality industrial infrastructure, seamless multimodal connectivity, logistics access, worker-support facilities, digital infrastructure, and sustainable operations. A Central Sector Scheme, with a financial outlay of ₹ 33,660 crores, for a period of 6 years, from financial year 2026-27 to 2031-32 for developing 100 plug-and-play industrial parks across the country ranging from 100 to 1000 acres. The industrial parks to be developed shall be selected in two or more phases. In the first phase, 50 projects shall be taken up. Each phase may have one or more rounds of selection. Up to ₹1 crore per acre financial support to be provided for infrastructure development and support up to 25% of project cost to be provided for external infrastructure. Project implementation through SPV(Special Purpose Vehicles) with NICDIT (National Industrial Corridor Development & Implementation Trust). The scheme will benefit: Primary beneficiaries: Manufacturing units, MSMEs, startups, and global investors seeking ready-to-use industrial infrastructure Secondary beneficiaries: Workers, logistics providers, service sector enterprises, and local communities The BHAVYA Portal supports project submission, appraisal and evaluation while enabling a transparent and competitive selection process. Plug and Play Industrial Parks: Concept and Features Plug-and-play industrial parks are pre-developed industrial ecosystems where land, trunk infrastructure, utilities, and common facilities are made available beforehand. In many cases, approvals and basic clearances are streamlined through single-window systems. This allows enterprises to move faster from financial decisions to production, while reducing upfront costs and implementation delays. Such models are becoming more relevant as supply chains diversify across locations and manufacturing becomes more time-sensitive. Investors increasingly seek locations where land availability, connectivity, utilities, and regulatory processes are predictable. The plug-and-play model is already gaining traction in India. In the Union Budget 2025–26, ₹2,500 crore was allocated for the development of plug-and-play industrial parks. India currently has 260 plug-and-play industrial parks, reflecting the growing adoption of infrastructure-ready manufacturing ecosystems across sectors and states. The plug-and-play model is also being extended to sector-specific industrial facilities. In July 2026, the Government approved the BHAVYA-Rasayan Scheme for three Chemical Parks. These parks will provide common facilities and environmental safeguards for chemical manufacturing. Trunk infrastructure is the higher-order infrastructure development with the primary purpose of serving ‘catchment’ areas to be shared between developments, commonly provided by local governments. It includes the development of the main line of infrastructure, such as water supply, drainage, sewerage/septage, roads, streetlights, electricity, etc. About NICDC National Industrial Corridor Development Corporation Limited (NICDC), under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, is spearheading the development of world-class greenfield industrial smart cities to enhance manufacturing competitiveness, attract investments, and generate employment. NICDC is currently implementing 20 projects across 13 states. NICDC-led initiatives are built on the concept of plug-and-play industrial parks—ready-to-use ecosystems where land, utilities, approvals, and infrastructure are pre-developed, enabling industries to start operations quickly without delays related to land acquisition or infrastructure setup.
