Introduction After the strong response to its first phase, the Government of Assam has rolled out Chief Minister's Atmanirbhar Asom Abhijan 2.0, expanding its push towards youth-led entrepreneurship. The initiative is being implemented under the leadership of Chief Minister Himanta Biswa Sarma and is designed to turn job seekers into job creators. Registration for Chief Minister's Atmanirbhar Asom Abhijanvan be done through the official portal managed by the Industries and Commerce Department, Assam. The scheme focuses on providing structured skill training, financial assistance, and interest-free loans to eligible unemployed youth from BPL and low-income families. Before receiving financial support, selected applicants undergo one month of entrepreneurship and skill training, completely free of cost. Upon successful completion, each trainee receives a Rs. 10,000 stipend. Thereafter, beneficiaries become eligible for an interest-free loan combined with a government grant, enabling them to start or expand their income-generating ventures. The state government estimates that nearly 2 lakh youth will benefit under this expanded phase over the next two years. Benefits Eligible youth under Chief Minister's Atmanirbhar Asom Abhijan will receive :- Free one-month skill and entrepreneurship training. Rs. 10,000 one-time stipend after successful training completion. Interest-free loan assistance to start self-employment activities. Loan options of Rs. 2 lakh or Rs. 5 lakh. Loan released in two instalments. Financial package includes a government grant component. (non-repayable portion) Funds transferred directly through DBT mode. Beneficiaries can start ventures in sectors such as :- Agriculture, horticulture, dairy, fisheries, poultry. Plantation and wood-based industries. Fabrication and hardware businesses. Packaging units. Ready-made garments. Any viable self-income generation activity. Eligibility Applicants must fulfil the following conditions :- Must be a permanent resident of Assam. Age between 28 and 45 years. (as on 1 April 2024) Minimum qualification: Class 10th pass. (General category – non-professional course) SC/ ST/ OBC applicants must have studied at least up to Class 10th. For professional categories, a minimum 4-year degree in Engineering, Medicine, Agriculture, Veterinary or Fisheries is required. Must possess relevant skills or knowledge for the proposed activity. Bank account in a scheduled commercial bank opened before 1 April 2024. Registered with Employment Exchange before 1 April 2024. Should not be declared a loan defaulter by any bank. Applicant or family member must not have availed benefits under CMAAA 1.0. Documents Applicants need to upload the following :- Assam residence proof. PAN Card. Class 10 Marksheet / Certificate. (if available) Process to Apply Applications are submitted online through the official Chief Minister Atmanirbhar Asom Portal. Step 1: Registration :- Visit the Official Portal. Click on “Sign Up.” Enter name, email ID, mobile number, password, and security code. Verify registration through OTP. Step 2: Login & Application Form :- Login using credentials received. Open the Scheme Registration Form. Complete OTP verification again (if prompted). Step 3: Fill Application Details :- Personal details. Contact details. Educational qualifications. Bank account information. Upload required documents. Step 4: Payment of Registration Fee :- Rs. 200 for General category. Rs. 100 for SC/ ST/ OBC. Step 5: Final Submission :- Submit the form online. Download and print acknowledgement receipt. After submission, applications are verified by the Industries and Commerce Department.
