Introduction Medical Insurance Scheme for State Employees and Pensioners (MEDISEP) is a government-backed health insurance scheme that provides cashless medical treatment and financial protection to eligible Kerala Government employees, pensioners, family pensioners, and their dependent family members. The scheme is administered by the Finance Department, Government of Kerala, and is implemented through empanelled government and private hospitals across the state. MEDISEP was initially launched in 2022 and entered its second phase from 1 February 2026 with enhanced coverage and expanded treatment benefits. Under Phase II, beneficiaries receive annual health insurance coverage of up to ₹5 lakh along with access to 2,516 approved medical and surgical treatment packages. The scheme covers hospitalization expenses, diagnostic services, medicines, implants, room charges, and several pre- and post-hospitalization expenses. The scheme also covers pre-existing diseases from the first day of enrollment without any waiting period. Eligible beneficiaries can avail cashless treatment at empanelled hospitals, while emergency treatment received at approved non-empanelled hospitals may qualify for reimbursement as per MEDISEP guidelines.
