Introduction The Rajasthan Government launched the Dr. Bhimrao Ambedkar Panch Tirtha Yojana to honour the legacy and life journey of Bharat Ratna Dr. Bhimrao Ambedkar. The scheme was officially introduced on 14 April 2025, marking Dr. Ambedkar’s birth anniversary. Through this initiative, the government aims to provide Scheduled Caste citizens of Rajasthan with an opportunity to visit important places associated with Dr. Ambedkar’s life and contributions. The core objective of the scheme is to enable beneficiaries to understand Dr. Ambedkar’s ideals, struggles, and philosophy by visiting significant historical sites connected to him. This pilgrimage is offered as a once-in-a-lifetime opportunity and is fully funded by the state government so that financial limitations do not become a barrier. The Department of Social Justice and Empowerment, Rajasthan, acts as the nodal department for implementing and supervising the scheme. All arrangements related to travel, accommodation, and meals are organised by the government to ensure a safe and comfortable journey for the selected beneficiaries. Under this scheme, beneficiaries can visit five major sites, popularly referred to as the “Panch Tirtha,” associated with Dr. Bhimrao Ambedkar. These include his birthplace at Mhow (Madhya Pradesh), Deeksha Bhoomi in Nagpur, Mahaparinirvan Bhoomi in Delhi, and Chaitya Bhoomi in Mumbai. In the initial phase, travel is limited to the four sites located within India. Application can be submitted by filling the Offline Application Form or through E Mitra Centre. Benefits The Dr. Bhimrao Ambedkar Panch Tirtha Yojana offers several meaningful benefits to selected beneficiaries :- Free pilgrimage to five important sites associated with Dr. Bhimrao Ambedkar Travel arrangements through bus, train, or air, depending on the destination Complete coverage of expenses related to transport, accommodation, and meals No financial contribution required from the beneficiary for the journey Government-managed logistics to ensure safety and convenience However, beneficiaries must reach the designated departure point, such as a bus stand, railway station, or airport—at their own cost. Eligibility Applicants must fulfil the following conditions to apply under this scheme :- The applicant must be a permanent resident of Rajasthan. Only individuals belonging to the Scheduled Caste (SC) category are eligible. Income tax payers are not eligible to apply. The applicant must not have availed benefits of this scheme earlier. The beneficiary must be physically and medically fit to undertake the journey. Documents Applicants must submit the following documents while applying for the Dr. Bhimrao Ambedkar Panch Teertha Yojana. All documents should be valid and clearly readable :- Jan Aadhaar Card of the applicant’s family. Aadhaar Card of the applicant. Recent passport-size colour photograph. Scheduled Caste certificate issued by a competent authority. Family income certificate. Medical fitness certificate issued by a registered medical practitioner. Disability certificate, if the applicant is differently abled. Mobile number for communication and SMS updates. Email ID (if available). Emergency contact details of two persons, including their names and mobile numbers. Applicants must ensure that all documents are submitted in the prescribed format. Incomplete or incorrect documentation may lead to rejection of the application during the verification or selection process. Process to Apply The Rajasthan Government allows applications for the Dr. Bhimrao Ambedkar Panch Tirtha Yojana through offline mode as well as online assistance via e-Mitra Centres. Offline Application Method Eligible applicants can obtain the offline application form from the District or Block Office of the Social Justice and Empowerment Department. After collecting the form, applicants must fill in all required details carefully and attach the necessary documents. Once completed, the application form must be submitted at the same office from where it was obtained. Department officials verify the submitted forms and documents and then forward eligible applications to the District Level Committee. The final selection of beneficiaries takes place through a lottery system, conducted under the supervision of the District Collector. Selected applicants are informed and required to report at the designated departure locations as instructed by the department. Application through E-Mitra Centre Applicants can also apply with the help of their nearest e-Mitra Centre. The e-Mitra operator fills out the online application form on behalf of the applicant and uploads the required documents. After successful submission, the applicant receives an acknowledgment receipt. The department reviews the applications, and final beneficiary selection is again carried out through a district-level lottery process.
