Introduction Census 2027 will be 16th Census in the country and 8th after independence. Census is the biggest source of primary data at village, town and ward level providing micro level data on various parameters including Housing Condition; Amenities & Assets, Demography, Religion, SC & ST, Language, Literacy & Education, Economic Activity, Migration and Fertility. The Census Act, 1948 and the Census Rules, 1990 provide the legal framework for conduct of Census. The Census 2027 in the country would be conducted in two phases. Phase-l - Houselisting and Housing Census (HLO) will be conducted between 1st April, 2026 and 30th September, 2026 in all States and Union territories in India for a period of 30 days selected by the States/Union Territories. In conformity with the Government's commitment to Digital India initiatives, Census 2027 shall make extensive use of digital technology to enhance the quality, efficiency, and timeliness of data collection and dissemination. This will include the deployment of a dedicated Mobile Application (HLO Application) for collection of data by the Enumerators as well as there will be a provision for Self-Enumeration (SE) through a dedicated web portal for the general public which will remain open for a period of 15 days just before the house-to-house data collection by the Enumerator for HLO. Self enumeration by citizens Self Enumeration provides secure and flexible mode of participation in Census, enabling the households to furnish household details at their convenience. How to do Self enumeration For Self enumeration, citizens can visit the web portal - https://se.census.gov.in. The process is open for a period of 15 days just before the house-to-house data collection by the Enumerator for HLO. The portal is available in English, Hindi and 14 Regional Languages. Any one member of the household may self-enumcratc and furnish household details in about 15-20 minutes time and get Self-Enumeration ID (SE ID) in mobile/email. During the visit of Enumerator to the household, the SE ID will need to be shared with her/him for confirmation and final submission of Self-Enumeration data.
