About SIR What is Special Intensive Revision? The Election Commission of India, as per the law is empowered for preparation and revision of Electoral Rolls. To maintain the integrity of the electoral roll, the Commission orders revision of electoral roll before every election or as per requirement. Now, since many changes have occurred in the existing electoral roll due to frequent migration which has resulted in electors getting registered in more than one place, non-removal of dead voters, the Election Commission announced the Special Intensive Revision with the objective that no eligible citizen is left out and no ineligible person is included. What are the phases of SIR? House to House Enumeration Publication of draft electoral roll Period of filing claims & objections Notice Phase (Issuance, hearing & verification) Enumeration Forms and disposal of claims and objections to be done concurrently by the EROs Final Publication of Electoral Roll Filling up the Enumeration Form What are the procedures adopted for distribution of Enumeration Form? The Booth level Officers (BLOs) will visit each house hold and distribute the pre-printed Enumeration forms in duplicate to the existing electors and guide them in filling up the form. The electors will have to file the relevant details in the Enumeration forms and the filled in Enumeration form will be collected by the Booth Level Officers during the subsequent visit. The Booth level officer will collect the forms and keep one copy of the Enumeration form with him/her and give an acknowledgement of receipt of form on the other copy of Enumeration Form, which is to be retained by the elector. The Elector can also fill the Enumeration Form online and submit for which provision is provided in the ECI website. An online search facility is available to enable electors to search their details in SIR 2002. Booth Level Officers will also provide Form-6 along with declaration form for enrolment of new electors, if required. The Booth Level Officer will make at least 3 visits to the house of each elector. What should I do if I did not receive my Enumeration Form (EF)? The Enumeration Form will be made available either through Booth Level Officer or it can be accessed from the official website https://voters.eci.gov.in . In case of your absence, the form will be handed over to any adult member of your family. An elector can also contact the Booth Level Officer either over phone using the contact number of Booth Level Officer available in the Election Commission website in case he/she has not received the Enumeration Form or through the Book a Call with BLO option which is available in the website https://voters.eci.gov.in/ ECINET App. What should I do if I am unable to fill the Enumeration form? During the distribution of Enumeration Form, the Booth Level Officer will guide the elector to fill in the form. In case, if the electors are unable to fill the Enumeration Form even after that, the BLO will assist the electors in filling the form while making subsequent visits to the elector’s house. How do I check whether my name already exists in the Electoral Roll of SIR, 2002? The details can be retrieved by the voters from the official website https://voters.eci.govi.in by using the “search by Electors details” option available in the search facility of the portal. Partwise electoral roll data in PDF is also hosted in the site and electors knowing their polling station can search their names in the PDF also. The printed hard copy of Electoral Roll of SIR, 2002 is available with the Booth Level Officer and they will assist to find out your name. What should be done if name of an Elector is not found in the Electoral Roll of SIR 2002, even though he voted in 2024 parliament elections? If the name of an Elector is not found in the Electoral Roll of SIR 2002, it means that he may have not enrolled during that time, in that case he can try to retrieve the elector details of his/her parents/grand parents and their details shall be filled in the Enumeration Form in the respective column. The elector can take the help of Booth Level Officer and they will assist in identifying the appropriate details. If an elector is not available in his house, during the visit of the BLO, how can he submit the Enumeration Form? If an elector is not available in person to fill the details in the Enumeration Form, on behalf of the elector any adult member of the family can fill up and sign the Enumeration Form and can submit it. Can I make corrections in the Enumeration Form or do I need to get a fresh Enumeration Form from the Booth Level Officer? There is no provision to obtain a fresh form, corrections if any shall be made in the Enumeration Form ensuring that corrected information is written clearly and accurately before submitting the form to the Booth Level Officer. Is it mandatory to provide Aadhaar number for submission of Enumeration Form? No, providing Aadhaar number in the Enumeration Form is optional and only if elector desires to provide it, they can fill the Aadhaar number in the Form. What should I do if the photograph printed in my Enumeration Form is incorrect or outdated? A copy of the recent photograph shall be affixed in the Enumeration Form in the space provided for it. How long does it take for Booth Level Officers to collect the filled forms after distribution? The Booth Level Officers will make at least 3 visits and will collect the filled in forms before the scheduled date of enumeration phase. Where can I find help if I face issues with the Enumeration Form filling or to search the electors’ details.? The Booth level Officers (BLOs) who visit each house will guide in filling up the form and to search the elector details. The Booth Level Officers will be visiting each house three times. The voters can also contact Toll Free Voter Helpline Number – 1950 or use Book a Call with BLO facility available in the website https://voters.eci.gov.in /ECINET App. What happens if the Enumeration Forms are not returned? It is requested that the Enumeration Form shall be filled and returned by the electors to the respective Booth Level Officer. For electors whose Enumeration Forms are not returned, the Booth Level Officer will identify the cause such as Absent/Death/Shifted/Duplicate based on inquiry from nearby electors and their names will not be included in Draft Electoral Roll. Enrollment/Updation of Electoral details How do I update my address if I have moved to a new location? Address changes can be done after the publication of draft electoral roll. The elector can apply in Form 8 to the Electoral Registration Officer for updating the address. These forms will be processed during the Claims and Objections period. These changes will be reflected in the final roll. Can a new elector who had completed 18 years, apply for inclusion of his/her name in the electoral roll now? The new elector who has completed 18 years shall fill up the Form 6 given by the Booth Level Officer along with declaration form for enrolment. The blank forms will be supplied by the BLO. These Forms will be processed by the Electoral Registration Officer of the concerned Assembly Constituency during the claims and objections period and the inclusion will be reflected in the final roll. Can I apply for inclusion if I will turn 18 later in the year? For inclusion in the electoral roll, the electors who will be attaining the age of 18 years as on January can also submit the Form 6 along with Declaration Form by obtaining it from the Booth Level Officer, while they come for House-to-House enumeration. Their applications will be processed by the Electoral Registration Officer concerned and if found eligible their names will be included in the final roll. Online Enumeration Whether online facility is available for filling up Enumeration Form? Yes. Online facility is provided by the Election Commission of India (ECI) in the website https://voters.eci.gov.in for the convenience of electors to fill up the Enumeration Form online. What is the procedure to fill Online Enumeration Form? The Election Commission of India (ECI) has made a provision on its official website https://voters.eci.gov.in for the convenience of electors to fill up the Enumeration Form online. Electors can log in to the portal using their registered mobile number or EPIC number, and authenticate themselves by entering the OTP received on their registered mobile number. After login, they can select the option available under the caption “Fill Enumeration Form.” This facility is available to all electors whose name in the electoral roll matches with the name in their Aadhaar card. Upon successful login, the elector is required to fill in the necessary details displayed on the webpage. After submitting the correct details, the system will redirect the elector to the e-sign page. An OTP will then be sent to the registered mobile number for authentication, and upon entering the OTP, the form will be successfully uploaded. All electors who have registered their mobile numbers and whose names match in both Electoral Roll and Aadhaar records are requested to make use of this convenient online facility. How can I trace the details of my parents/grandparents in SIR-2002 through Online? The details of parents/grandparents in SIR-2002 can be traced from the official website of the ECI at https://voters.eci.gov.in by using the “search by name” or “search by EPIC Number” options available in the portal. If an elector or his/her entire family is out of station, then how the form can be submitted? If an elector or their entire family is out of station during the Houseto-House Enumeration Phase, they may utilize the option of submitting online Enumeration Form which can be accessed through the Election Commission of India’s official portal at https://voters.eci.gov.in. This facility enables electors to complete the process even when they are not physically present at their residence. Submission of documents When a voter needs to submit documents and what are the documents to be submitted? During Enumeration phase, no document is required to be provided by the elector. However, after the publication of draft Electoral Roll, if Electoral Registration Officer/Assistant Electoral Registration Officer doubts the eligibility of the proposed elector issues notice to such elector, then the concerned elector will have to provide supportive documents to prove his eligibility. The ECI has suggested the below list of necessary supportive documents which may be provided by Electors. Any Identity card/Pension Payment Order issued to a regular employee/pensioner of any Central Govt./State Govt./PSU. Any Identity Card/Certificate/Document issued in India by the Government/ local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987. Birth Certificate issued by the competent authority. Passport Matriculation/Educational certificate issued by recognised Boards/Universities Permanent Residence certificate issued by the competent State authority Forest Right Certificate OBC/SC/ST or any caste certificate issued by the Competent Authority National Register of Citizens (wherever it exists) Family Register, prepared by State/Local authorities Any land/house allotment certificate by the Government For Aadhaar, the Commission’s directions issued vide letter No. 23/2025-ERS/Vol.II dated 09.09.2025 shall apply. If a voter in the family is employed abroad or working in other city/State how the person’s Enumeration Form can be filled up? If a voter in the family is employed abroad or working in another city/State, the Enumeration Form of the concerned elector may be handed over to an adult member of the family. They can fill up the details of that non-available elector in the Enumeration Form, they can sign on behalf of the elector and submit it to the Booth Level Officer.
