A citizen can apply for PAN Card through either of the following ways.
The government has made provisions for applicants to apply for PAN through the Income Tax PAN Services Unit of NSDL.
The fee charged for applying for a PAN card that needs to be dispatched to an Indian address is Rs. 110/- and the fees for new PAN application for dispatch outside India is Rs. 1020/- (inclusive of the GST). Fee payment can be made through demand draft drawn in favour of ‘NSDL-PAN’, credit card/debit card or net banking.

Applicants can choose the offline method to apply for the PAN card. They can visit a nearby TIN NSDL centre.

To change details of a Permanent Account Number (PAN) that has already been allotted to the applicant, visit https://tin.tin.nsdl.com/pan/changerequest.html
A citizen can apply for duplicate PAN, when a Permanent Account Number (PAN) allotted to the applicant was lost or damaged. A new PAN card bearing the same PAN number will be issued to the applicant.
