NER District SDG Index and Dashboard

The North Eastern Region (NER) District Sustaianable Development Goals (SDG) Index Report and Dashboard is a joint initiative of NITI Aayog and Ministry of Development of North Eastern Region (M/DoNER) towards localisation of SDGs at the level of the districts of the NER.

The first edition of the North Eastern Region (NER) District SDG Index Report and Dashboard 2021–22 was released on August 26, 2021.

About SDG

The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015, provides a shared blueprint for peace and prosperity for people and the planet, now and into the future.

At its heart are the 17 Sustainable Development Goals (SDGs), which are an urgent call for action by all countries - developed and developing - in a global partnership. They recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.

NER District SDG Index 

Objectives 

The objectives of the NER SDG Index are to:

• Rank the districts of the eight states of the NER based on their relative performance across the 15 SDGs (Goal 14 and 17 are not relevant);
• Identify critical gaps and challenges in performance and achievements in order to strategize necessary corrective measures;
• Highlight intra and inter-state disparities across the eight states of the region so that suitable interventions can be undertaken to iron them out;
• Promote healthy competition among the States of NER in their journey towards achieving the Goals;
• Create a platform for collaboration and enable districts to learn from the good practices of their peers;
• Identify data gaps in the statistical system of the States and the sectors in which robust and more frequent data collection needs to be instituted.

Key Features

The NER SDG Index  offers insights into social, economic, and environmental status of the region and the districts in their march towards achieving the SDGs. It has been designed to be a tool in the hands of all interested stakeholders - policymakers, government functionaries, civil society organisations, academia, businesses, and citizens at large. The Index will be prepared and published annually and reports will be disseminated not only in the region but also at the national level and across the country.

Indicators covered

The NER District SDG Index and Dashboard 2021–22 tracks progress of the districts of all eight States of the region on 84 indicators that are aligned to the Ministry of Statistics and Programme Implementation’s (MoSPI) National Indicator Framework (NIF), NITI Aayog's SDG India Index, and the State and District Indicator Frameworks developed by the North Eastern States.

The 84 indicators cover 15 of the Global Goals across 50 targets.

Rating performance

The NER SDG Index computes SDG-wise scores on 15 SDGs (SDG 14- life below water and SDG 17- partnerships for the goals have been excluded as they are not relevant for the region) for each district.

Overall or composite district scores are then generated from the Goal wise scores to measure aggregate performance of the district based on its performance across the 16 SDGs. These scores range from 0-100.

A score of 100 implies that the district hasachieved the targets set for 2030; a score of 0 implies that the district is at the bottom.

Districts have been classified as below based on their NER District SDG Index score:

• Aspirant: 0–49
• Performer: 50–64
• Front-Runner: 65–99
• Achiever: 100

Basline Report

Overall Results and Findings

Out of the 103 districts considered for ranking, 64 districts belonged to the Front Runner category while 39 districts were in the Performer category in the composite score and ranking of districts. All districts in Sikkim and Tripura fall in the Front Runner category and there are no districts in the Aspirant or Achiever categories.

East Sikkim [Score 75.87] ranks first in the region followed by districts Gomati and North Tripura [Score 75.73] in the second position.

The score for the 103 districts ranges from 53.00 in Kiphire [NL] to 75.87 in East Sikkim [SK].
